Referrals to the committee may be made by the purchaser or by the contract holder.
Referrals shall be made by means of a detailed note setting out the grounds for the dispute and, where appropriate, the nature and amount of the claims made. This memorandum shall be accompanied by the contract documents and all correspondence relating to the dispute. It is sent to the committee by registered letter with acknowledgement of receipt or deposited with the committee secretariat in return for a receipt. Communications and exchanges of information with the committee may be carried out electronically.

Le comité peut être saisi par l’acheteur ou par le titulaire du marché.
La saisine est faite par une note détaillée exposant les motifs du différend et, le cas échéant, la nature et le montant des réclamations formulées. Cette note est accompagnée des pièces contractuelles du marché et de toutes correspondances relatives au différend. Elle est adressée au comité par lettre recommandée avec demande d’avis de réception postal ou déposée contre récépissé au secrétariat du comité. Les communications et les échanges d’information avec le comité peuvent être réalisés par voie électronique.
