The rapporteurs of each committee are placed under the authority of its chairman, who draws up a list of rapporteurs from among serving or retired administrative judges or civil servants, with the agreement of the parties concerned and, where applicable, the authorities to which they report.
The Chairman assigns cases to the rapporteurs he appoints. He shall set the deadline for the submission of the report and the draft opinion, in compliance with the deadline prescribed in article D. 2197-21, and the number of shifts allocated to the rapporteur for handling the case.
The rapporteur examines the case and draws up a report and a draft opinion. He shall have access to all administrative documents relevant to the settlement of the dispute and shall question the representatives of the parties orally or in writing. It may summon them. If the handling of the case so requires, the Chairman authorises the rapporteur to travel.
