Article D2564-15 of the French General Code of Local Authorities

If, on expiry of a period of two years from notification of the grant, the operation for which it was awarded has not begun to be carried out, the Prefect will declare that the decision to award the grant has lapsed.

For operations that can be carried out in the short term, the prefect may, however, set a deadline of less than two years.

For the application of the first paragraph, the prefect may, in the light of the justification provided, extend the validity of the awarding order for a period that may not exceed one year.

Si, à l’expiration d’un délai de deux ans à compter de la notification de la subvention, l’opération au titre de laquelle elle a été accordée n’a reçu aucun commencement d’exécution, le préfet constate la caducité de la décision d’attribution de la subvention.

Pour des opérations pouvant être réalisées à brève échéance, le préfet peut cependant fixer un délai inférieur à deux ans.

Pour l’application du premier alinéa, le préfet peut, au vu des justifications apportées, proroger la validité de l’arrêté attributif pour une période qui ne peut excéder un an.
