Article D2564-6 of the French General Code of Local Authorities

Municipalities, groupings of municipalities, public establishments for inter-municipal cooperation or any legal entity under public law exercising competence relating to the construction and renovation of schools may receive a special grant for the construction and equipment of schools in the form of a subsidy.

This grant is entered in the investment or operating section of the budget of the public entity to which the grant is awarded, subject to the terms and conditions referred to in paragraph 4 of article L. 2564-27.

Les communes, groupements de communes, établissements publics de coopération intercommunale ou toute personne morale de droit public exerçant la compétence relative à la construction et à la rénovation des établissements scolaires peuvent bénéficier d’une dotation spéciale de construction et d’équipement des établissements scolaires sous forme de subvention.

Cette subvention est inscrite à la section d’investissement ou de fonctionnement du budget de la personne publique à laquelle est attribuée la subvention, sous réserve des modalités visées à l’alinéa 4 de l’article L. 2564-27.
