Art. D. 3112-8 -I.-The application for authorisation shall be sent by the head of the managing body to the Director General of the Regional Health Agency for the region in which the centre is located. The list of documents to be provided in support of the application is defined by order of the Minister for Health.
This application specifies the methods of organisation and operation of the centre, in particular those which guarantee compliance with a set of specifications, the content of which is defined by the order referred to in the first paragraph.
II.Authorisation is granted for a period of three years by the Director General of the Regional Health Agency, after analysing the application and any observations made during an on-site visit by an official referred to in Article L. 1421-1 and taking into account the following factors:
1° The epidemiological situation of tuberculosis in the region, as well as the health needs of the populations, particularly those most at risk of contracting this disease;
2° The relevance of the application for authorisation in relation to the needs identified in the region and other existing care provision;
3° The adequacy of the centre’s projected expenditure with the provisions of Article D. 3112-11-2 of the Public Health Code.
III – The application for renewal of authorisation is sent by the head of the managing body to the Director General of the Regional Health Agency no later than four months before the current authorisation expires. Renewal is granted, for a period of five years, by the Director General of the Regional Health Agency, taking into account the elements mentioned in II and after evaluation of the centre’s activity and, where appropriate, after an on-site visit by an agent mentioned in Article L. 1421-1.
