Article D312-5-2 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The Deputy Director of Visas may either reject the appeal or instruct the diplomatic or consular authority to which the initial application was made to issue the requested short-stay visa. He may delegate his signature to officials under his authority.

Le sous-directeur des visas peut soit rejeter le recours, soit donner instruction à l’autorité diplomatique ou consulaire saisie de la demande initiale de délivrer le visa de court séjour sollicité. Il peut déléguer sa signature aux agents placés sous son autorité.
