Article D3665-13 of the French General Code of Local Authorities

The accounting officer of the metropolis of Lyon is solely responsible for:

1° Taking all necessary steps to collect income, legacies and donations and other resources allocated to the service of the metropolis;

2° Drawing up, against debtors in arrears of payment and with the authorisation of the president of the council of the metropolis, the necessary deeds, notifications and compulsory enforcement measures under the conditions set by article D. 3665-3;

3° To notify the administrators of the expiry of leases;

4° To prevent prescriptions;

5° To ensure the conservation of rights, liens and mortgages;

6° To request, for this purpose, the registration in the mortgage office of all titles that are susceptible thereto;

7° Finally, to keep a register of registrations in the mortgage office.

Le comptable de la métropole de Lyon est seul chargé :

1° De faire toutes les diligences nécessaires pour la perception des revenus, legs et donations et autres ressources affectées au service de la métropole ;

2° D’établir, contre les débiteurs en retard de paiement et avec l’autorisation du président du conseil de la métropole, les actes, significations et mesures d’exécution forcée nécessaires dans les conditions fixées par l’article D. 3665-3 ;

3° D’avertir les administrateurs de l’expiration des baux ;

4° D’empêcher les prescriptions ;

5° De veiller à la conservation des droits, privilèges et hypothèques ;

6° De requérir, à cet effet, l’inscription au bureau des hypothèques de tous les titres qui en sont susceptibles ;

7° Enfin, de tenir registre des inscriptions au bureau des hypothèques.
