The envelopes are counted before the count, as and when they are received, on the voters’ list.
At the start of the count, the polling station checks that the number of envelopes to be opened corresponds to the number of votes recorded on the voters’ list. If this is not the case, the counting of these votes is repeated.
The ballot papers are then extracted from the envelopes, which are collected and attached to the minutes. The ballot papers are counted under the supervision of the members of the polling station.
Blank or invalid votes do not count towards the number of votes cast. They are appended to the minutes, together with the reason for invalidity in the case of invalid votes, and initialled by the members of the polling station.
The officers of the meeting shall rule provisionally on any difficulties that may arise in the course of the proceedings; their decisions shall state the reasons on which they are based.
