Article D48-25 of the French Code of Criminal Procedure

Where the acts were not committed on the territory of the issuing State and fall within the jurisdiction of the French courts, the public prosecutor may decide to reduce the amount of the financial penalty to the maximum amount incurred for these acts under French law.

Lorsque les faits n’ont pas été commis sur le territoire de l’Etat d’émission et relèvent de la compétence des juridictions françaises, le procureur de la République peut décider de réduire le montant de la sanction pécuniaire au montant maximal encouru pour ces faits en vertu de la loi française.
