Article D48-29 of the French Code of Criminal Procedure

Unless an agreement between France and the issuing State stipulates otherwise, sums recovered pursuant to this section shall be charged to the budget of the French State.

The public prosecutor shall inform the competent authority of the issuing State by any means that leaves a written record of the enforcement of the financial penalty or of its total or partial non-enforcement, specifying the reasons for the non-enforcement of the penalty.

Sauf si un accord entre la France et l’Etat d’émission en stipule autrement, les sommes recouvrées en application de la présente section sont imputées au budget de l’Etat français.

Le procureur de la République informe l’autorité compétente de l’Etat d’émission par tout moyen laissant une trace écrite de l’exécution de la sanction pécuniaire ou de sa non-exécution, totale ou partielle, en précisant les motifs de l’absence d’exécution de cette sanction.
