The Steering Committee is chaired by a qualified person appointed jointly, for a renewable period of three years, by the Minister of the Economy and the Minister of the Budget, after consultation with the Minister of the Interior and the Minister of Justice. The Chairman is assisted by a Vice-Chairman, who is appointed by the Minister of Justice for a renewable period of three years, after consultation with the Minister of the Economy, the Minister of the Budget and the Minister of the Interior. If the Chairman is absent or unable to attend, the Vice-Chairman will chair the Policy Board. The secretariat of the Policy Board is provided by the Directorate General of the Treasury.

Le conseil d’orientation est présidé par une personnalité qualifiée désignée conjointement, pour une période de trois ans renouvelable, par le ministre chargé de l’économie et le ministre chargé du budget, après avis du ministre de l’intérieur et du garde des sceaux, ministre de la justice. Le président est assisté d’un vice-président, qui est désigné par le garde des sceaux, ministre de la justice, pour une période de trois ans renouvelable, après avis du ministre chargé de l’économie, du ministre chargé du budget et du ministre de l’intérieur. En cas d’absence ou d’empêchement du président, la présidence du conseil d’orientation est exercée par le vice-président. Le secrétariat du conseil d’orientation est assuré par la direction générale du Trésor.
