I.-The specific regional schemes mentioned in article L. 6327-6 are made up of holders of an authorisation to carry out one of the healthcare activities mentioned in article R. 6122-25 and, in the case of the specific regional perinatal schemes, of birthing centres under the conditions set out in article R. 6323-31.
As part of their remit, the specific regional schemes may, where necessary, involve other healthcare establishments, independent healthcare professionals, health centres and centres for the promotion of health, territorial professional health communities, social and medicosocial establishments and services, health, social or medicosocial organisations, as well as user representatives.
II.-Their missions are, within the scope of the healthcare activities that concern them mentioned in article R. 6122-25, are as follows:
1° To lead and coordinate those involved in healthcare for the purposes of primary, secondary and tertiary prevention, as well as care, without taking the place of the structures and players who are responsible for them;
2° To carry out actions aimed at promoting the clarity of healthcare provision, in particular by providing information to the general public;
3° Carrying out actions to promote the quality and coordination of care among hospital and outpatient healthcare professionals, and the social and medico-social sector involved in the care pathways of the patients concerned;
4° Carrying out actions to ensure that the level of care provided is appropriate to the degree of complexity of the situations. To this end, the specific regional systems ensure that there is a balance in access to care across the region in the light of developments in care practices and techniques;
5° Participate, in particular through training and the dissemination of regional protocols, in improving and updating professional knowledge and practices;
6° Carrying out, where appropriate and without prejudice to the interventions of the support system mentioned in article L. 6327-2, preventive missions and support for patient care pathways requiring specific expertise, determined by the regional health agencies according to the needs identified in their region.
