Article D6361-7 of the French General Code of Local Authorities

The territorial council chooses to vote on the local authority’s budget by nature or, from 1 January 2009, by function.

If the budget is voted on by nature, it also includes a cross-referenced presentation by function; if it is voted on by function, it includes a cross-referenced presentation by nature.

The nomenclature by nature and the nomenclature by function are set by joint order of the Minister in charge of local authorities and the Minister in charge of the budget.

The budget documents are presented, according to the voting methods chosen by the council, in accordance with the models set by joint order of the Minister in charge of the budget and the Minister in charge of overseas France.

Le conseil territorial choisit de voter le budget de la collectivité par nature ou, à partir du 1er janvier 2009, par fonction.

Si le budget est voté par nature, il comporte, en outre, une présentation croisée par fonction ; s’il est voté par fonction, il comporte une présentation croisée par nature.

La nomenclature par nature et la nomenclature par fonction sont fixées par arrêté conjoint du ministre chargé des collectivités locales et du ministre chargé du budget.

Les documents budgétaires sont présentés, selon les modalités de vote retenues par le conseil, conformément aux modèles fixés par arrêté conjoint du ministre chargé du budget et du ministre chargé de l’outre-mer.
