Article D821-4 of the French Consumer Code

The Minister responsible for consumer affairs shall ensure that the opinions of the National Consumer Council and, where appropriate, any dissenting opinions are made public.
If so requested by at least one third of the members of a college, details of the votes of that college shall also be made public.
The National Consumer Council shall draw up an annual report on its activities, which shall be made public.

Le ministre chargé de la consommation assure la publicité des avis du Conseil national de la consommation et, le cas échéant, des opinions divergentes.
Si la demande en est faite par le tiers au moins des membres d’un collège, le détail des votes de ce collège est également rendu public.
Le Conseil national de la consommation établit chaque année un rapport sur son activité, qui est rendu public.
