A partnership contract is a public contract whose purpose is to entrust an economic operator or a group of economic operators with the overall task of constructing, transforming, renovating, dismantling or destroying works, equipment or intangible assets required for a public service or for the performance of a general interest task, and to finance all or part of the cost of such works, equipment or intangible assets. The holder of the partnership contract is the contracting authority for the operation to be carried out.
This overall mission may also include:
1° All or part of the design of the works, equipment or intangible assets;
2° The development, upkeep, maintenance, management or operation of the works, equipment or intangible assets or a combination of these elements;
3° The management of a public service mission or the provision of services contributing to the performance by the public entity of the public service mission for which it is responsible.
