In the context of cross-border cooperation, local and regional authorities and their groupings may create with foreign local and regional authorities and their groupings a local cross-border cooperation grouping known as a European district, with legal personality and financial autonomy.
The purpose of the European district is to carry out tasks that are of interest to each of the participating public entities and to create and manage public services and related facilities.
It is granted legal personality under public law from the date of entry into force of the decision to create it. This creation is authorised by order of the State representative in the region where the European district has its headquarters.
Unless otherwise stipulated internationally, the provisions of the Title II of Book VII of Part Five are applicable to the European district.
Foreign territorial authorities and their groupings may join existing mixed syndicates created under the provisions of Title II of Book VII of Part Five. This membership automatically entails the transformation of these mixed syndicates into European districts under the conditions set out in the previous paragraphs.
