In the regions, the collectivity of Corsica, the collectivities governed by articles 73 and 74 of the Constitution and in New Caledonia, a regional sports conference is set up comprising representatives of the State, the territorial collectivities, the public establishments for inter-communal cooperation with competence in the field of sport, the sports resource, expertise and performance centre(s), the sports movement and other natural and legal persons interested in the development of sport, in particular professional organisations representing economic players and bodies representing people with disabilities.
The Regional Sports Conference, in line with the national guidelines for sports policy defined in the framework of the agreement on objectives concluded between the State and the National Sports Agency and the local sports plans within its territorial jurisdiction provided for in article L. 113-4, is responsible for drawing up a territorial sports project that takes account of specific territorial characteristics, and which aims in particular to:
1° The development of sport for all throughout the territory;
2° The development of elite sport;
3° The development of professional sport;
4° The construction and maintenance of infrastructure sports facilities;
5° The reduction of inequalities in access to physical and sporting activities;
6° Developing and promoting physical and sporting activities for people with disabilities;
7° Preventing, training and combating all forms of violence and discrimination in the context of physical and sporting activities for all;
8° Promoting commitment and voluntary work in physical and sporting activities;
9° Fundamental sports skills;
10° Sport for health;
11° Social and professional integration through sport;
12° Promoting inclusion and developing physical and sports activities adapted to people’s particular needs;
13° Sustainable development.
Any other natural or legal person likely to contribute to the development of the territorial sports project may take part in the conference subject to the agreement of the majority of ex officio members.
The territorial sports project gives rise to the conclusion of multi-annual orientation and financing contracts which specify the actions that the members of the conferences of sports financiers undertake to carry out as well as the human and financial resources and the material means that will be devoted to them, within the limits of the budgets voted annually by each of these members.
The regional sports conference is consulted during the preparation of the draft territorial agreement for the concerted exercise of competence in sport prior to its adoption by the territorial conference on public action provided for inarticle L. 1111-9-1 of the general code of territorial collectivities.
The regional sports conference elects its chairperson from among its members.
A Conseil d’Etat decree shall specify the terms and conditions for the application of this article.
For the purposes of this article, the fundamental sports skills mentioned in 9° refer to all the knowledge, skills and aptitudes likely to enable the practice of a physical or sports activity independently and in complete safety, in particular knowing how to swim and knowing how to ride a bike. The practice of sport for health referred to in 10° includes any practice of physical or sporting activities that contribute to the well-being and physical, mental and social health of the participant, in accordance with the definition of health adopted by the World Health Organisation, and to the prevention of disease.
