Article L121-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The Office français de l’immigration et de l’intégration (French Office for Immigration and Integration) is a public administrative establishment of the State responsible, throughout the country, for the public service of receiving foreign nationals holding, for the first time, a permit authorising them to reside in France on a long-term basis. Within this framework, it coordinates the management of accommodation in the hostels mentioned in article L. 552-1.
It is also responsible for taking part in all administrative, health and social actions relating to:
1° The entry of foreign nationals and their residence for a period of three months or less;
2° The reception of asylum seekers and the management of the asylum seeker’s allowance provided for in Chapter III of Title V of Book V;
3° The introduction into France, for the purposes of family reunification, marriage to a French national or salaried employment, of foreign nationals from countries outside the European Union;
4° The medical examination of foreign nationals admitted to reside in France for a period of more than three months, which allows in particular for the detection of psychological disorders;
5° The return and reintegration of foreign nationals in their country of origin from national territory or from transit countries;
6° The integration of foreign nationals in France, for a period of no more than five years from the date of issue of their first residence permit authorising them to reside in France on a long-term basis or, for the implementation of schemes to learn and improve their command of the French language tailored to their needs, where appropriate in partnership with other operators, regardless of the length of their stay;
7° The procedure for examining applications for a residence permit as a foreign national whose state of health requires medical treatment as provided for in article L. 425-9.

Article L121-1

L’Office français de l’immigration et de l’intégration est un établissement public administratif de l’Etat chargé, sur l’ensemble du territoire, du service public de l’accueil des étrangers titulaires, pour la première fois, d’un titre les autorisant à séjourner durablement en France. Il coordonne, dans ce cadre, la gestion de l’hébergement dans les lieux d’hébergement mentionnés à l’article L. 552-1.
Il a également pour mission de participer à toutes actions administratives, sanitaires et sociales relatives :
1° A l’entrée des étrangers et à leur séjour d’une durée inférieure ou égale à trois mois ;
2° A l’accueil des demandeurs d’asile et à la gestion de l’allocation pour demandeur d’asile prévue au chapitre III du titre V du livre V ;
3° A l’introduction en France, au titre du regroupement familial, du mariage avec un Français ou en vue d’y effectuer un travail salarié, d’étrangers ressortissants de pays tiers à l’Union européenne ;
4° A la visite médicale des étrangers admis à séjourner en France pour une durée supérieure à trois mois, qui permet notamment un repérage des troubles psychiques ;
5° Au retour et à la réinsertion des étrangers dans leur pays d’origine depuis le territoire national ou depuis les pays de transit ;
6° A l’intégration en France des étrangers, pendant une période de cinq années au plus à compter de la délivrance d’un premier titre de séjour les autorisant à séjourner durablement en France ou, pour la mise en œuvre des dispositifs d’apprentissage et d’amélioration de la maîtrise de la langue française adaptés à leurs besoins, le cas échéant en partenariat avec d’autres opérateurs, quelle que soit la durée de leur séjour ;
7° A la procédure d’instruction des demandes de titre de séjour en qualité d’étranger dont l’état de santé nécessite une prise en charge médicale prévue à l’article L. 425-9.
