The Local Finance Committee controls the distribution of the global operating grant.
It sets, where applicable, the amount of the lump-sum grant under the conditions provided for in articles L. 2334-7 and L. 2334-7-1 and determines the share of resources allocated to the endowments mentioned in articles L. 1211-5, L. 1613-5, L. 2334-13 and L. 3334-4 as well as the sums placed in reserve and the top-ups mentioned in article L. 3335-2.
The Government may consult it on any bill, any draft Government amendment or any regulatory provisions of a financial nature concerning local authorities. For decrees, this consultation is mandatory. When a decree of a financial nature concerning local authorities creates or modifies a mandatory standard, the consultation of the Local Finance Committee also covers the financial impact of the standard.
Each year, before 31 July, the accounts for the last known financial year of local authorities are submitted to it and to the Finance Committees of the National Assembly and the Senate.
