Article L123-30 of the French Commercial code

In addition to officers and agents of the judicial police, the following are competent to record by official report the offences provided for by the decree mentioned in Article L. 123-31:

1° The deputy judicial police officers mentioned in 2° of Article 21 of the Code of Criminal Procedure;

2° Officials responsible for the control of markets and halls located within the territory of the municipality in which the itinerant trader or artisan carries out his commercial or craft activity, authorised for this purpose.

Outre les officiers et agents de police judiciaire, ont compétence pour constater par procès-verbal les contraventions prévues par le décret mentionné à l’article L. 123-31 :

1° Les agents de police judiciaire adjoints mentionnés au 2° de l’article 21 du code de procédure pénale ;

2° Les fonctionnaires chargés du contrôle des marchés et des halles situés sur le territoire de la commune sur laquelle le commerçant ou l’artisan ambulant exerce son activité commerciale ou artisanale, habilités à cette fin.
