I.-The staff of the Agence nationale de la cohésion des territoires comprises:
1° State civil servants;
2° Non-tenured public-sector employees;

3° Employees governed by the French Labour Code.
II.-A.-An administrative social committee is hereby set up, responsible for all staff of the Agence nationale de la cohésion des territoires. It exercises the powers of the administrative social committees, mentioned in article L. 253-1 of the general code for civil servants, as well as the powers mentioned in chapter II of title I of book III of the second part of the labour code, subject to the adaptations provided for by decree in the Council of State.
B.-The administrative social committee, which is competent for all the staff of the National Agency for Territorial Cohesion, is hereby created.
B.-The Social Committee of the Administration is made up of the Director General of the National Agency for Territorial Cohesion or his representative, who chairs it, and staff representatives. Only staff representatives are entitled to take part in votes when the Committee is consulted.
The staff representatives on the Administrative Social Committee are appointed by the Director General of the National Agency for Territorial Cohesion or his representative, who chairs the Committee.
Staff representatives sitting on the Social Committee are elected, by college, by proportional representation, in accordance with the procedures laid down by decree in the Conseil d’Etat.
Candidates are nominated by trade unions that meet the following conditions:
1° For the college of staff members referred to in 1° and 2° of I of this article, those provided for in article L. 211-1 of the General Civil Service Code;
> For the college of staff members referred to in 1° and 2° of I of this article, those provided for in article L. 211-1 of the General Civil Service Code
2° For the college of staff members referred to in 3° of I of this article, those provided for in Article L. 2314-5 of the Labour Code.
The composition of the staff representation on the Board of Directors is as follows
The composition of the staff representation on the social committee is set by decree in the Conseil d’Etat in such a way as to allow the representation of each college, depending on the number of staff members mentioned in 1° and 2° of I of this article and the number of staff members mentioned in 3° of the same I.
C.-The operation and resources of the social committee are set by decree in the Conseil d’Etat.
C.-The operation and resources of the administrative social committee are those set out in articles L. 251-2 to L. 251-4, L. 253-1 to L. 253-4 and L. 254-1 of the General Civil Service Code. The Social Administration Committee has legal personality and manages its own assets. The Chairman of the Social Administration Committee may call on the services of a qualified expert in accordance with the conditions laid down by decree in the Conseil d’Etat.
D.-The procedures for voting on the content of the management guidelines relating to the multi-annual human resources strategy, the general guidelines relating to mobility and the general guidelines relating to the promotion and enhancement of career paths provided for in articles L. 413-1 and L. 413-2 of the General Civil Service Code are defined by decree in the Council of State.
E.-Within the Administrative Social Committee, the Chairman of the Social Committee may call upon the services of a qualified expert under conditions laid down by decree in the Council of State.
E.-A commission responsible for health, safety and working conditions is set up within the social committee of the administration, with competence for all staff of the Agence nationale de la cohésion des territoires. This committee is responsible for examining the issues mentioned in 7° of article L. 253-1 of the General Civil Service Code and in the second and third paragraphs of article L. 2312-5 of the Labour Code. Staff representatives are appointed under the conditions set out in Article L. 252-5 of the General Civil Service Code.
The operation and resources of the committee are laid down by decree in the Conseil d’Etat.
F.-An Employee Rights Commission is set up within the Social Committee, with responsibility for the college of staff members referred to in 3° of I of this article. It shall exercise the powers mentioned in article L. 2312-5 of the Labour Code, with the exception of those mentioned in the second and third paragraphs of the same article L. 2312-5 and in articles L. 2312-6 and L. 2312-7 of the same code.
The composition of the committee, the appointment of its members and the appointment of its members shall be determined by the Board of Directors.
The composition of the commission, the appointment of staff representatives, its operation and its resources are defined by decree in the Council of State.
