It shall notify, within the same timeframe, the Social and Economic Committee and, if it relates to a collective agreement, the representative trade union organisations that signed the agreement. The decision taken by the administrative authority shall state the reasons on which it is based.
Silence on the part of the administrative authority during the periods provided for in the first paragraph shall be deemed to constitute acceptance, validation or homologation. In this case, the employer sends a copy of the application for validation or homologation, together with its acknowledgement of receipt by the administration, to the social and economic committee and, if it relates to a collective agreement, to the representative trade union organisations that have signed the agreement.
Employees are informed of the validation or homologation decision or, failing that, of the documents mentioned in the third paragraph and of the appeal procedures and deadlines by means of posters displayed in their workplaces or by any other means that can be relied upon to give a certain date to this information.
