A contact person for the management of the consequences of natural disasters and their compensation is appointed by prefectoral order to the representative of the State in the département. Without prejudice to the remit of the relevant departments, he/she is responsible for :
1° Informing municipalities of the steps required to submit an application for recognition of a state of natural disaster, advising them during the examination of their application and mobilising the aid and compensation mechanisms that may be put in place after the occurrence of a natural disaster or, where applicable, after an exceptional climatic event for which a municipality’s application for recognition of a state of natural disaster has not been successful;
2° Facilitating and coordinating, where necessary and under the authority of the State representative in the department, exchanges between State services, local authorities and representatives of insurers on claims being processed;
3° To promote, at departmental level, better information for municipalities, the department, residents, businesses and associations of disaster victims on the prevention and management of the consequences of natural disasters by disseminating general information on the exposure of the territory concerned to natural risks and events likely to give rise to the declaration of a state of natural disaster, under the conditions provided for in article L. 125-1, due to the particular exposure of the territory concerned to natural risks or the intensity of recent comparable natural events, on the aid and compensation schemes that can be initiated following the occurrence of a natural disaster, on the procedures for requesting the benefit of these schemes and on the conditions for compensating disaster victims;
4° Ensuring that the municipalities are provided, at their request, with the expert reports on which the decisions to recognise a state of natural disaster were based, in accordance with the conditions laid down by decree;
5° Presenting, at least once a year, an assessment of the requests for recognition of the state of natural disaster, the use of the major natural risk prevention fund and the development of areas exposed to the phenomenon of drought and soil hydration to the relevant departmental commission.
