In the collectivities governed by articles 73 and 74 of the Constitution and in New Caledonia, the statutes mentioned in I ofarticle L. 131-8 of the present code may permit the affiliation of any league or sports committee to the regional federation of the same discipline, provided that the regional federation is itself recognised by the international federation and with the prior agreement of the sports federation to which it is affiliated.
The leagues and sports committees affiliated to a regional federation may organise international sports competitions or events of a regional nature, form teams with a view to participating in such competitions or events and join international organisations, provided that their articles of association so permit and that the national sports federation to which they are affiliated does not object to this by means of a reasoned decision, valid for a maximum period of three months. They ensure compliance with the provisions of the present code regarding participation in international competitions. Athletes compete on behalf of France and, where applicable, the territory or local authority of the league or sports committee to which they belong.
