Article L131-13-1 of the French Sports Code

In the collectivities governed by articles 73 and 74 of the Constitution and in New Caledonia, the statutes mentioned in I ofarticle L. 131-8 of the present code may permit the affiliation of any league or sports committee to the regional federation of the same discipline, provided that the regional federation is itself recognised by the international federation and with the prior agreement of the sports federation to which it is affiliated.

The leagues and sports committees affiliated to a regional federation may organise international sports competitions or events of a regional nature, form teams with a view to participating in such competitions or events and join international organisations, provided that their articles of association so permit and that the national sports federation to which they are affiliated does not object to this by means of a reasoned decision, valid for a maximum period of three months. They ensure compliance with the provisions of the present code regarding participation in international competitions. Athletes compete on behalf of France and, where applicable, the territory or local authority of the league or sports committee to which they belong.

Dans les collectivités régies par les articles 73 et 74 de la Constitution et en Nouvelle-Calédonie, les statuts mentionnés au I de l’article L. 131-8 du présent code peuvent permettre l’affiliation de toute ligue ou de tout comité sportif à la fédération régionale de la même discipline, sous réserve que la fédération régionale soit elle-même reconnue par la fédération internationale et avec l’accord préalable de la fédération sportive à laquelle il est affilié.

Les ligues et comités sportifs affiliés à une fédération régionale peuvent organiser des compétitions ou des manifestations sportives internationales à caractère régional, constituer des équipes en vue de participer à de telles compétitions ou manifestations et intégrer les organisations internationales, dès lors que leurs statuts le permettent et que la fédération sportive nationale à laquelle ils sont affiliés ne s’y oppose pas par une décision motivée, valable pour une durée maximale de trois mois. Ils veillent au respect des dispositions du présent code en matière de participation à des compétitions internationales. Les sportifs concourent au nom de la France et, éventuellement, du territoire ou de la collectivité dont relève la ligue ou le comité sportif dont ils sont licenciés.
