Article L131-6 of the French Sports Code

A sports licence is issued by or on behalf of a sports federation. It entitles the holder to take part in the activities organised by the federation and its affiliated structures and, in accordance with the procedures laid down in its articles of association, in its operations. With a view to issuing the licence, sports associations collect the full identity of persons who may be concerned by the provisions ofarticle L. 212-9, under conditions defined by a decree issued after consultation of the Commission nationale de l’informatique et des libertés.

The statutes of sports federations may stipulate that members of affiliated associations must hold a sports licence.

La licence sportive est délivrée par une fédération sportive ou en son nom. Elle ouvre droit à participer aux activités que la fédération et ses structures affiliées organisent et, selon des modalités fixées par ses statuts, à son fonctionnement. En vue de la délivrance de la licence, les associations sportives recueillent l’identité complète des personnes pouvant être concernées par les dispositions de l’article L. 212-9, dans des conditions définies par un décret pris après avis de la Commission nationale de l’informatique et des libertés.

Les statuts des fédérations sportives peuvent prévoir que les membres adhérents des associations affiliées doivent être titulaires d’une licence sportive.
