Territorial authorities or their groupings may make premises available to trade union organisations, where the latter so request.
The mayor, the president of the departmental council, the president of the regional council, the president of a local public establishment or grouping of territorial authorities or the president of a mixed syndicate shall determine the conditions under which these premises may be used, taking into account the requirements of the administration of the properties of the authority or establishment, the operation of services and the maintenance of public order.
The municipal council, the departmental council, the regional council or the board of directors of the establishment or mixed syndicate shall, as necessary, determine the contribution due in respect of such use.
The provision referred to in the first paragraph may be the subject of an agreement between the local authority or establishment and the trade union organisation.
Where premises have been made available to a trade union organisation for a period of at least five years, the decision by the local authority or establishment to withdraw the benefit of these premises without offering it alternative premises enabling it to continue to carry out its missions shall entitle it to specific compensation, unless otherwise stipulated in the agreement provided for in the penultimate paragraph.
