The agency is headed by a Director General appointed by decree. The Director General issues opinions and recommendations falling within the remit of the Agency and, on behalf of the State, takes decisions falling within its remit pursuant to Title IV of Book I of Part Five and the eleventh, twelfth, thirteenth and fourteenth paragraphs of Article L. 1313-1.
Decisions taken by the Director General pursuant to this article may not be appealed to a higher authority. However, the Minister for Agriculture may, by means of a reasoned order, object to a decision taken by the Director General in application of the eleventh paragraph of Article L. 1313-1 and ask him to re-examine, within a period of thirty days, the file on which his decision was based. This objection suspends the application of this decision. The ministers responsible for health and agriculture may object, under the same conditions, to decisions taken pursuant to the tenth paragraph of the same article L. 1313-1. The Minister for the Environment or the Minister for Employment may object, under the same conditions, to decisions taken pursuant to the twelfth paragraph of this article. The Minister for Health may object, under the same conditions, to decisions taken pursuant to the thirteenth paragraph of this article.
