Article L1321-7 of the French General Code of Local Authorities

Buildings or parts of buildings belonging to the State and assigned to the operation of departmental or regional services are made available to the department or region free of charge. The department or region assumes responsibility for maintenance work and major repairs incumbent upon the owner. The department or region has full management powers and, if necessary, acts in legal proceedings in the place and stead of the owner.

This provision extends to the furniture, equipment and vehicles currently assigned to the departmental or regional administration. The region or department is responsible for the maintenance and renewal of this movable property.

Les immeubles ou parties d’immeubles appartenant à l’Etat et affectés au fonctionnement des services départementaux ou régionaux sont mis à la disposition du département ou de la région à titre gratuit. Le département ou la région prend à sa charge les travaux d’entretien et de grosses réparations incombant au propriétaire. Le département ou la région possède tous pouvoirs de gestion et, le cas échéant, agit en justice au lieu et place du propriétaire.

Cette mise à disposition s’étend aux meubles, matériels et véhicules actuellement affectés à l’administration départementale ou régionale. La région ou le département assume l’entretien et le renouvellement de ces biens mobiliers.
