Article L1322-12 of the French Public Health Code

Decisions concerning the execution or destruction of works on the land of others may only be executed after the deposit of a bond, the amount of which is set by the court and which serves as a guarantee for the payment of compensation in the cases listed in article L. 1322-11.

The State, in respect of springs of which it is the owner, is exempt from the requirement to provide security.

Article L1322-12

Les décisions concernant l’exécution ou la destruction des travaux sur le terrain d’autrui ne peuvent être exécutées qu’après le dépôt d’un cautionnement dont l’importance est fixée par le tribunal et qui sert de garantie au paiement de l’indemnité dans les cas énumérés à l’article L. 1322-11.

L’Etat, pour les sources dont il est propriétaire, est dispensé du cautionnement.
