Article L1331-23 of the French Public Health Code

Unsanitary premises, the definition of which is specified in accordance with the provisions of article L. 1331-22, i.e. cellars, basements, attics, rooms with inadequate ceiling height, living rooms with no access to the outside or with insufficient natural light or of cramped layout, and other premises that are by nature unfit for habitation, or premises used in conditions that clearly lead to their over-occupation.

Ne peuvent être mis à disposition aux fins d’habitation, à titre gratuit ou onéreux, les locaux insalubres dont la définition est précisée conformément aux dispositions de l’article L. 1331-22, que constituent les caves, sous-sols, combles, pièces dont la hauteur sous plafond est insuffisante, pièces de vie dépourvues d’ouverture sur l’extérieur ou dépourvues d’éclairement naturel suffisant ou de configuration exiguë, et autres locaux par nature impropres à l’habitation, ni des locaux utilisés dans des conditions qui conduisent manifestement à leur sur-occupation.
