Nuclear activities comply with the following principles:
1° The principle of justification, according to which a nuclear activity may only be undertaken or carried out if it is justified by the benefits it provides at individual or collective level, particularly in terms of health, social, economic or scientific benefits, compared with the risks inherent in exposure to ionising radiation to which it is likely to subject people;
2° The principle of optimisation, according to which the level of exposure of persons to ionising radiation resulting from one of these activities, the probability of this exposure occurring and the number of persons exposed must be kept as low as reasonably achievable, taking into account the state of technical knowledge, economic and societal factors and, where appropriate, the medical objective sought;
3° The principle of limitation, according to which the exposure of a person to ionising radiation resulting from one of these activities may not bring the sum of the doses received above the limits set by regulation, except when that person is exposed for medical purposes or as part of the research mentioned in 1° of Article L. 1121-1.
