Article L141-5 of the French Monetary and Financial Code

Pursuant to Article 106(I) of the Treaty establishing the European Community, which grants the European Central Bank the exclusive right to authorise the issue of banknotes in the Community, the Banque de France has the exclusive right to issue legal tender banknotes in mainland France.

The Banque de France must pay the French State the balance of franc-denominated banknotes withdrawn from circulation and not presented at its counters.

The Banque de France is responsible for maintaining banknotes in circulation and ensuring that they are of high quality throughout France.

Article L141-5

En application de l’article 106, paragraphe I, du traité instituant la Communauté européenne, accordant à la Banque centrale européenne le monopole d’autorisation d’émission de billets de banque dans la Communauté, la Banque de France est seule habilitée, sur le territoire de la France métropolitaine, à émettre les billets ayant cours légal.

La Banque de France doit verser à l’Etat le solde non présenté à ses guichets de types de billets libellés en francs retirés de la circulation.

La Banque de France a pour mission d’assurer l’entretien de la monnaie fiduciaire et de gérer la bonne qualité de sa circulation sur l’ensemble du territoire.
