Article L141-9 of the French Monetary and Financial Code

The Banque de France may carry out, on its own behalf and on behalf of third parties, all transactions in gold, means of payment and securities denominated in foreign currencies or defined by a weight of gold.

The Banque de France may lend or borrow sums in euros or foreign currencies to foreign banks, institutions or foreign or international monetary organisations.

When carrying out these operations, the Banque de France requests or grants the guarantees it deems appropriate.

La Banque de France peut faire, pour son propre compte et pour le compte de tiers, toutes opérations sur or, moyens de paiement et titres libellés en monnaies étrangères ou définis par un poids d’or.

La Banque de France peut prêter ou emprunter des sommes en euros ou en devises étrangères à des banques étrangères, institutions ou organismes monétaires étrangers ou internationaux.

A l’occasion de ces opérations, la Banque de France demande ou octroie les garanties qui lui paraissent appropriées.
