Article L1411-13 of the French General Code of Local Authorities

In communes of 3,500 inhabitants or more, documents relating to the operation of delegated public services, which must be submitted to the commune pursuant to public service delegation agreements, with the exception of those mentioned in the article L. 311-5 of the code des relations entre le public et l’administration, are made available to the public on site at the town hall and, where applicable, at the annexed town hall, within fifteen days of their receipt by means of a poster affixed. The public is notified by the mayor of this receipt by means of a notice posted in the town hall and in the usual posting places for at least one month.

Dans les communes de 3 500 habitants et plus, les documents relatifs à l’exploitation des services publics délégués, qui doivent être remis à la commune en application de conventions de délégation de service public, à l’exception de ceux mentionnés à l’article L. 311-5 du code des relations entre le public et l’administration, sont mis à la disposition du public sur place à la mairie et, le cas échéant, à la mairie annexe, dans les quinze jours qui suivent leur réception par voie d’affiche apposée. Le public est avisé par le maire de cette réception par voie d’affiche apposée en mairie et aux lieux habituels d’affichage pendant au moins un mois.
