Article L1411-14 of the French General Code of Local Authorities

The provisions of Article L. 1411-13 apply to the public administrative establishments of municipalities with 3,500 inhabitants or more, to the public establishments for inter-municipal cooperation and to the mixed syndicates mentioned in Article L. 5711-1, which include at least one municipality of 3,500 inhabitants or more.

The place where the documents are made available to the public is the head office of the public administrative establishment, the public establishment for inter-municipal cooperation or the mixed syndicate.

When a request for consultation is submitted to the town hall of one of the member municipalities of a public establishment for inter-municipal cooperation or a mixed syndicate mentioned in the first paragraph, the latter transmits, without delay, the documents to the municipality concerned, which makes them available to the applicant. The documents may be sent electronically.

Les dispositions de l’article L. 1411-13 s’appliquent aux établissements publics administratifs des communes de 3 500 habitants et plus, aux établissements publics de coopération intercommunale et aux syndicats mixtes mentionnés à l’article L. 5711-1, qui comprennent au moins une commune de 3 500 habitants et plus.

Le lieu de mise à la disposition du public est le siège de l’établissement public administratif, de l’établissement public de coopération intercommunale ou du syndicat mixte.

Lorsqu’une demande de consultation est présentée à la mairie de l’une des communes membres d’un établissement public de coopération intercommunale ou d’un syndicat mixte mentionnés au premier alinéa, celui-ci transmet, sans délai, les documents à la commune concernée, qui les met à la disposition du demandeur. Cette transmission peut se faire par voie électronique.
