I.-Where a consortium set up in application of article L. 3112-1 of the Public Procurement Code is composed for the most part of local authorities or local public establishments, a commission is set up to perform the functions mentioned in I of article L. 1411-5 of this code, composed of the following members:
2° One representative for each of the other members of the consortium, appointed in accordance with their own procedures.
The committee is chaired by the representative of the grouping coordinator. An alternate may be appointed for each full member.

II -The agreement setting up a consortium may stipulate that the competent committee is that provided for in Article L. 1411-5 of the consortium coordinator if the latter has one.
III -The chairman of the committee is the representative of the consortium coordinator.
III – The chairman of the committee may appoint persons with expertise in the subject matter of the consultation. These persons are invited to attend and may take part in the committee’s meetings in an advisory capacity.
The committee may also be assisted by staff from the members of the consortium, with expertise in the subject matter of the consultation or in the field of public service delegation.
The accounting officer of the grouping’s coordinator, if the latter is a public accounting officer, and a representative of the minister responsible for competition may take part, in an advisory capacity, in the committee’s meetings, when they are invited to do so by the committee’s chairman. Their observations are recorded in the minutes.
