I.-A public debate in the form of Estates General shall precede any proposed reform of the ethical problems and social issues mentioned in article L. 1412-1. These are organised on the initiative of the National Consultative Ethics Committee for Life Sciences and Health, after consultation with the relevant standing parliamentary committees and the Parliamentary Office for the Evaluation of Scientific and Technological Choices. The opinion of the competent committees and the Parliamentary Office for the Assessment of Scientific and Technological Options includes an assessment of whether the Government should seek the assistance of the National Commission for Public Debate under the conditions set out in Article L. 121-10 of the Environment Code.
Following the public debate, the committee draws up a report which it presents to the Parliamentary Office for the Assessment of Scientific and Technological Choices, which assesses it, highlighting the scientific elements that are essential for a proper understanding of the issues involved in the planned reform.
In the absence of a reform project, the Committee is required to organise a general assembly on bioethics at least once every five years.
II – Each year, the Committee leads public debates on one or more of the ethical problems and social issues mentioned in article L. 1412-1, in conjunction with the ethical discussion forums mentioned in article L. 1412-6.
