A departmental risk analysis and coverage plan draws up an inventory of the risks of all kinds to the safety of people and property faced by the fire and rescue services in the department, and determines the objectives for the coverage of these risks by these services. It includes a section relating to the risk of forest, agricultural and vegetation fires and determines the objectives for covering this risk.
The departmental risk analysis and coverage plan is drawn up, under the authority of the prefect, by the departmental or territorial fire and rescue service.
After receiving the opinion of the departmental council, the representative of the State in the department adopts the departmental plan after receiving the assent of the board of directors of the fire and rescue service.
The plan is revised every five years. It is preceded by an assessment of the objectives of the previous plan.
In the Bouches-du-Rhône department, the departmental risk analysis and coverage plan comprises three sections:
-a section specific to the area of intervention of the Marseille marine fire brigade, drawn up by the latter and approved by the State representative in the department after receiving the assent of the town council of the commune;
-a section specific to the rest of the department’s territory, drawn up by the departmental fire and rescue service and approved by the State representative in the department after receiving the assent of the establishment’s board of directors ;
-a joint section, drawn up jointly by the Marseille marine fire brigade and the departmental fire and rescue service and approved by the State representative in the department after receiving the assent of the municipal council of the commune and the establishment’s board of directors.
It is revised under the conditions set out in the fourth paragraph.
