The Board of Directors is chaired by the President of the Departmental Council of the European Collectivity of Alsace or one of the members of the Board of Directors appointed by the President of the Departmental Council after the renewal of the representatives of the European Collectivity of Alsace and that of the representatives of the municipalities and public establishments for inter-municipal cooperation.
The Board of Directors’ officers are made up of the President, three Vice-Presidents and, if necessary, one additional member.
The Executive Committee of the Board of Directors is made up of the Chairman, three Vice-Chairmen and, if necessary, one additional member.
Its composition is determined by the Board of Directors.

At this meeting, the members of the Executive Committee, other than the Chairman, are elected by an absolute majority of the voting members of the Board of Directors. The first and third Vice-Chairmen shall be of different genders to the Chairman.
At least one vice-chairman is elected from among the mayors representing the municipalities and public inter-municipal cooperation bodies or, if there is no mayor on the Board of Directors, from among the representatives of the municipalities and public inter-municipal cooperation bodies. If the election is not won in the first two ballots, a third ballot is held and the election takes place by a relative majority of the votes cast. In the event of a tie, the election shall be decided on the basis of age.
The Board of Directors may delegate powers to the Executive Committee.
The Board of Directors may delegate some of its powers to the Executive Committee, with the exception of decisions relating to the adoption of the budget and the administrative account in application of articles L. 1612-1 to L. 1612-20, as well as those referred to in articles L. 1424-26 and L. 1424-97.
The maximum allowances voted by the Board of Directors are set by the Executive Committee.
The maximum allowances voted by the board of directors of the fire and rescue service for the actual performance of the duties of chairman and vice-chairman are determined by reference to the scale provided for, based on the population of the administrative district of the State, for the allowances of departmental councillors in article L. 3123-16, up to a limit of 50% for the chairman and 25% for each of the vice-chairmen.
The boards of directors of the fire and rescue services are responsible for the management of the fire and rescue services.
The boards of directors of the fire and rescue services mentioned in article L. 1424-92 are renewed under the conditions provided for in articles L. 1424-24-3, L. 1424-94 and L. 1424-95.
