The prohibition provided for in article L. 1453-3 is applicable :
1° To persons practising a health profession regulated by this code, to osteopaths and chiropractors mentioned inarticle 75 of law no. 2002-303 of 4 March 2002 relating to patients’ rights and the quality of the health system and to psychotherapists mentioned inarticle 52 of law no. 2004-806 of 9 August 2004 relating to public health policy ;
2° Students undergoing initial training intending to practise one of the professions mentioned in 1° and persons undergoing continuing education or continuing professional development in this field;
3° Associations which bring together persons mentioned in 1° and 2°, including those involved in the training of these persons, and in particular learned societies and the national professional councils mentioned in article L. 4021-3;
4° Civil servants and agents of State administrations, local authorities and their public establishments or any other administrative authority who draw up or participate in the drawing up of a public health or social security policy or who hold health-related administrative police powers.
