I.-Territorial authorities or their groupings may grant aid to veterinarians who contribute to the protection of public health and ensure the continuity and permanence of care for farm animals. To this end, agreements, which may include an obligation to set up or maintain a practice, are signed between the local authorities or groupings that grant the aid and the veterinary surgeons or their practice companies concerned. The agreements signed are forwarded by the local authorities and groupings concerned to the representative of the State in the département and to the relevant regional council of the veterinary profession. The nature of this aid, the conditions under which it is granted and its maximum amount are set by decree in the Conseil d’Etat.
II.A veterinary study and professional project allowance may be awarded by local authorities or their groupings to any student who is regularly enrolled in studies leading to the award of a veterinary training diploma or qualification mentioned in 1° of the article L. 241-2 of the Rural and Maritime Fishing Code, if they undertake to practise as a veterinarian, contributing to the protection of public health and ensuring the continuity and permanence of care for farm animals for at least five consecutive years. To qualify for this aid, the student signs a contract, which may include an obligation to set up, with the local authority or group awarding the aid.
Local authorities or their groupings may also grant accommodation and travel allowances to pupils and students mentioned in 2° of article L. 243-3 of the aforementioned code when they complete their training courses including work placements involving the care of farm animals.
The general conditions for awarding the allowances provided for in the first two paragraphs of this II, their maximum amounts and, where applicable, the procedures for their total or partial reimbursement and their re-evaluation are determined by decree.
