Article L1611-4 of the French General Code of Local Authorities

Any association, work or business that has received a subsidy may be subject to control by the delegates of the authority that granted it.

All groups, associations, works or private businesses that have received one or more subsidies in the current year are required to provide the authority that mandated the subsidy with a certified copy of their budgets and accounts for the past financial year, as well as any documents showing the results of their activity.

It is forbidden for any group, association, charity or company that has received a grant to use all or part of it to subsidise other associations, charities or companies, except where this is expressly provided for in the agreement between the local authority and the subsidised body.

Toute association, oeuvre ou entreprise ayant reçu une subvention peut être soumise au contrôle des délégués de la collectivité qui l’a accordée.

Tous groupements, associations, oeuvres ou entreprises privées qui ont reçu dans l’année en cours une ou plusieurs subventions sont tenus de fournir à l’autorité qui a mandaté la subvention une copie certifiée de leurs budgets et de leurs comptes de l’exercice écoulé, ainsi que tous documents faisant connaître les résultats de leur activité.

Il est interdit à tout groupement ou à toute association, œuvre ou entreprise ayant reçu une subvention d’en employer tout ou partie en subventions à d’autres associations, œuvres ou entreprises, sauf lorsque cela est expressément prévu dans la convention conclue entre la collectivité territoriale et l’organisme subventionné.
