Article L2112-10 of the French General Code of Local Authorities

The acts pronouncing the modification of the territorial boundaries of the communes determine all the conditions thereof other than those provided for in article L. 2112-7.

When the required act is a decree, it may decide that some of these conditions are determined by an order of the representative of the State in the department.

The representative of the State in the department may take any transitional measures by decree to ensure the continuity of public services until the new municipal assemblies are installed.

Les actes qui prononcent la modification des limites territoriales des communes en déterminent toutes les conditions autres que celles prévues à l’article L. 2112-7.

Lorsque l’acte requis est un décret, il peut décider que certaines de ces conditions sont déterminées par un arrêté du représentant de l’Etat dans le département.

Le représentant de l’Etat dans le département peut prendre par arrêté toutes dispositions transitoires pour assurer la continuité des services publics jusqu’à l’installation des nouvelles assemblées municipales.
