The activities referred to in articles L. 2112-2 and L. 2112-3 are managed either directly or by means of an agreement with other public authorities or non-profit private legal entities; they are organised on a territorial basis according to the health and social needs of the population, in accordance with minimum staffing standards set by regulation and in compliance with national public health objectives set by regulation and aimed at guaranteeing a minimum level of response to these needs. These activities are carried out in conjunction with the departmental social action service and the departmental child welfare service.
