Article L2112-6 of the French General Code of Local Authorities

Any proposed change to the territorial boundaries of the communes is submitted to the departmental council for its opinion, which is given within six weeks of the referral. On expiry of this period, its opinion is deemed to have been given.

Tout projet de modification des limites territoriales des communes est soumis à l’avis du conseil départemental, qui se prononce dans un délai de six semaines à compter de sa saisine. A l’expiration de ce délai, son avis est réputé rendu.
