Article L2153-1 of the French Public procurement code

The purchaser shall guarantee economic operators and works, supplies and services from States which are parties to the Agreement on Government Procurement concluded within the framework of the World Trade Organisation or to another equivalent international agreement to which the European Union is a party, within the limits of these agreements, treatment equivalent to that guaranteed to economic operators, works, supplies and services from the European Union.
In other cases, purchasers may include in the consultation documents criteria or restrictions based on the origin of all or part of the works, supplies or services making up the tenders proposed or the nationality of the operators authorised to submit a tender. The detailed rules for the application of this paragraph shall be laid down by regulation.
For the purposes of this Book, States which are parties to the European Economic Area and which are not members of the European Union shall be treated in the same way as Member States of the European Union.

L’acheteur garantit aux opérateurs économiques ainsi qu’aux travaux, fournitures et services issus des Etats parties à l’Accord sur les marchés publics conclu dans le cadre de l’Organisation mondiale du commerce ou à un autre accord international équivalent auquel l’Union européenne est partie, dans la limite de ces accords, un traitement équivalent à celui garanti aux opérateurs économiques, aux travaux, aux fournitures et aux services issus de l’Union européenne.
Dans les autres cas, les acheteurs peuvent introduire dans les documents de la consultation des critères ou des restrictions fondés sur l’origine de tout ou partie des travaux, fournitures ou services composant les offres proposées ou la nationalité des opérateurs autorisés à soumettre une offre. Les modalités d’application du présent alinéa sont précisées par voie réglementaire.
Pour l’application du présent livre, les Etats parties à l’Espace économique européen qui ne sont pas membres de l’Union européenne sont assimilés à des Etats membres de l’Union européenne.
