Article L2211-2 of the French Public procurement code

A partnership contract may be concluded for the purpose of carrying out an operation that meets the needs of another legal entity governed by public or private law, with a view to the performance of its tasks. In this case, an agreement is signed between the purchaser who concludes the partnership contract and the body for whose needs the partnership contract is concluded.

Un marché de partenariat peut être conclu pour la réalisation d’une opération répondant aux besoins d’une autre personne morale de droit public ou privé en vue de l’exercice de ses missions. Dans ce cas, une convention est signée entre l’acheteur qui conclut le marché de partenariat et l’organisme pour les besoins duquel le marché de partenariat est conclu.
