Without prejudice to article L. 2213-1, the mayor may, by reasoned decree, set for all or part of the roads in the built-up area open to public traffic a maximum authorised speed lower than that laid down in the Highway Code, having regard to a need for road safety and traffic, mobility or environmental protection.
The mayor may also, by reasoned decree, lay down rules derogating from those provided for in the Highway Code for the movement of personal mobility devices on all or part of the roads over which he exercises his police power as well as on their outbuildings, under conditions laid down by decree.
