Article L2213-6-1 of the French General Code of Local Authorities

The mayor may, up to a limit of twice a year, make the access of persons to certain roads or to certain portions of roads or to certain sectors of the municipality subject to payment of a fee on the occasion of cultural events organised on the public highway, subject to the service being provided to the neighbouring buildings.
