Article L2215-9 of the French General Code of Local Authorities

Where a tunnel or bridge spans several départements, the management of rescue operations, under the responsibility of the municipal police pursuant to article L. 2212-2, is entrusted, in the event of an accident, disaster or catastrophe, for the road tunnels referred to in article L. 118-1 of the Code de la voirie routière, to the representative of the State competent to act as the administrative authority responsible for safety and designated by ministerial order, and, for other tunnels and bridges, to the representative of the State in the département in whose territory the structure is the longest.

Lorsqu’un tunnel ou un pont s’étend sur plusieurs départements, la direction des opérations de secours, relevant de la police municipale en application de l’article L. 2212-2, est confiée, en cas d’accident, sinistre ou catastrophe, pour les tunnels routiers visés à l’article L. 118-1 du code de la voirie routière, au représentant de l’Etat compétent pour intervenir comme autorité administrative chargée de la sécurité et désigné par arrêté ministériel, et, pour les autres tunnels et ponts, au représentant de l’Etat dans le département sur le territoire duquel la longueur d’implantation de l’ouvrage est la plus longue.
